The headline first: the Turkish Businessperson and Turkish Worker routes, widely known as the Ankara Agreement, are closed to new applicants. gov.uk lists both among work visas closed to new applications.
If you already hold this permission
Your rights continue. Businessperson permission can be extended for up to 3 years, repeatably. Worker permission depends on how long you have legally worked: 1 year after 3–4 years, 3 years after 4 or more.
